With the scheduled review coming up in March, the legislator voiced concerns that progress since March 2025 has been uneven and largely unsatisfactory for many citizens.

• Electoral Justice & IEBC: She acknowledged the reconstitution of the Independent Electoral and Boundaries Commission (IEBC) via a nine-member selection panel—a proposal from the National Dialogue Committee (NADCO) report—as a positive step.
• Unresolved Electoral Matters: Despite the IEBC progress, she pointed out that an independent audit of the 2022 presidential election and a framework for reviewing electoral boundary delimitations remain unaddressed.
• Compensation for Victims: A major point of contention is the lack of compensation for victims of state violence during demonstrations. Ruth criticized the delay, noting that while the Kenya National Commission on Human Rights is tasked with developing a compensation framework, no victims have been paid to date.
